PROBLEM TO BE SOLVED: To obtain a member of which the surface becomes hydrophilic in responce to the photoexcitation of an optical semiconductor by forming a layer containing the optical semiconductor and a specific metal or metal oxide on the surface of a substrate. SOLUTION: This member consists of a substrate and a layer which is formed on the surface of the substrate and contains an optical semiconductor and at least one metal or metal oxide selected from among alkali metals, alkaline earth metals, zinc, aluminum, platinum, paladium, ruthenium, alumina, zirconia, ceria, and yttria. The surface of the member becomes hydrophilic in response to the photoexcitation of the optical semiconductor. Examples of such a hydrophilic member are an antifogging member, a dirtproof member to which dirty substances hardly adhere and which is easily cleanable by rainfall or washing with water, and an easily dryable member on which attached water spreads uniformly to facilitate drying. The hydrophilicity of the surface of the member after the photoexcitation is 10 deg. or lower, preferably 5 deg. or lower, in terms of the contact angle with water. Examples of the optical semiconductor are anatase or rutile titanium oxide and tin oxide.
