PROBLEM TO BE SOLVED: To provide a video signal display device exhibiting prescribed output by automatically following up an on-screen size and position of a character display. SOLUTION: By inputting a video signal 15 and a synchronizing signal 16 to a phase difference detector 11 and a video signal display time detection circuit 12; outputting an active ratio and a synchronizing signal phase to a detection data arithmetic circuit 13; letting this detection data arithmetic circuit 13 calculate the difference in the active ratio, the synchronizing signal phase, and the frequency from those of a standard signal and output these calculated values to an on-screen display circuit 14 to use the calculated values outputted by the detection data arithmetic circuit 13, this video signal display device exhibits the prescribed output by automatically following up an on-screen size and position of a character display.
