PROBLEM TO BE SOLVED: To provide a sound absorbing panel having appropriate strength as interior material for construction and being lightweight and inexpensive and capable of exhibiting its sound-absorbing effect over a wide sound range. SOLUTION: A sound absorbing panel includes a paper honeycomb core 10 the layer of which is formed by regularly arranged cores and either air- permeable surface liner paper 30 or a glass nonwoven fabric that is stacked and bonded on one side of the paper honeycomb core 10. The sound absorbing panel includes back liner paper 20 stacked and bonded on the other side of the paper honeycomb core 10.
