PROBLEM TO BE SOLVED: To improve permeability of rainwater by laminating a base member on the back face of a surface member, and forming the surface member and the base member to be water passable or permeable. SOLUTION: A base member 2 is stacked on the back side of a permeable surface member 1 to constitute a permeable block A. The member 1 is formed by laminating permeable material or impermeable material suitably or forming a surface skeleton 1a of foaming permeable material or material with permeable micro pores and making rainwater pass through the skeleton 1a. The impermeable material is provided with clearances or clearances closed with the permeable material, and suitably laminated to have permeability. The members 1, 2 are respectively pierced with water through holes 1b, 2b to allow rainwater to pass through. A skeleton 2a is formed of the same material as the skeleton 1a. Rainwater therefore flows in and is absorbed into the ground or drained to a specified place, and ground subsidence, heating and the scatter of fine sediment or the like can be prevented.
