PROBLEM TO BE SOLVED: To utilize a short message service or an existing character message oriented service for the purpose of delivering a voice message. SOLUTION: Voice information in this system is delivered to a message center voice compression function in a message center 106, where the information is coded and digitally compressed. A message center short message generating function 112 formats the compressed voice information into a single or a plurality of short messages and the resultant messages are stored using a message center short message storage function 113 until an end user device becomes available for the purpose of transmission. After the short message is delivered to the end user device, voice information is expanded by an end user voice expansion function 123 and relayed to the end user via a handset of the end user device 120 or other output device.
