PROBLEM TO BE SOLVED: To select a shuffling pattern in response to a format of input video format. SOLUTION: A shuffling table 228v stores a shuffling table written from an external memory 171 via a path 172. A plurality of shuffling tables are stored in the external memory 171, corresponding to a format of video data being a shuffling object, and the shuffling table 228v stores one shuffling table selected in response to the format discrimination result. The shuffling table 228v receives an IDi separated from input data as an address, generates a converted address IDo as an output, and the address IDo is used for a write address to write data to a data storage memory 260. Data shuffled from the memory 260 are read by the read address that is changed sequentially.
