PROBLEM TO BE SOLVED: To generate a visually optimum color palette which is effective in converting an image of higher resolution of YCBCR data into an image of lower resolution of RGB data. SOLUTION: The whole area of RGB colors is defined in a YCBCR color space so as to generate a palette. The YCBCR color space is separated equally along a CB axis 4 and a CR axis 6 and divided into grids of colors which are visually and equally separated along a Y axis 2 as a luminance axis. On planes 12, 14, and 16, the colors in the grids are moved to the border of the whole area of the RGB colors to guarantee colors which are saturated at a maximum. If deviation in palette color decreases when the coordinates of colors which are not at the border of the whole area of output colors are increased and adjusted, the color in the palette can be replaced.
