PROBLEM TO BE SOLVED: To provide a video signal frequency conversion device capable of converting an input/output video signal frequency at a low cost. SOLUTION: This video signal frequency conversion device is provided with a video storage means of a line memory configuration using a FIFO 2, and converts a video signal frequency by letting a video display device 9 read out a digital picture signal 93 including a horizontal retrace line period. Moreover, it is possible to eliminate data errors even if a capacity of the FIFO 2 is less than one horizontal effective period. This device can largely be decreased in a storage capacity compared with a conventional device using frame memory by reading a digital video signal across the video effective period of one horizontal scanning line period and the horizontal retrace line period from the video storage means in which only the video effective period of one horizontal scanning line period is accumulated.
