PROBLEM TO BE SOLVED: To allow even a user who is unfamiliar with the technical knowledge of network setting to operate and manage a remotely installed video transmission server at a low cost and saving him troubles. SOLUTION: A video distribution server 102 receives a connection request signal requesting connection to a video transmission server 101 from a video receiving viewer 103 via the Internet and performs dial-up operation with modems 104 and 105 via a telephone line 106 to communicate with the server 101. And, video transmitted from the server 101 is distributed to the viewer 103 when the server 101 is connected with the server 102 as a result of the dial-up and the connection state between the server 101 and the video distributing device 102 is finished, when the connection between the viewer 103 and the server 102 is made to disconnect.
