PROBLEM TO BE SOLVED: To conduct an information delivery service with encryption duty by encrypting data based on a public key for a radio station extracted in preceding communication when a 2nd radio station transmits the data to a 1st radio station. SOLUTION: When a wireless local loop base station 204 receives a service request requiring encryption from a wire local loop subscriber terminal (radio station) 201A, an information management device 208 gives an encryption key valid only one communication to radio stations 201A, 201B. The radio stations 201A, 201B uses this encryption key to encrypt encryption keys A1, B1 and transmit them to radio stations of communication objects. The radio station 201A uses the encrypted key B1 received from the radio station 201B to which the station 201A desires communication and uses an encryption circuit 202A to generate encrypted communication data and transmits the data to the radio station 201B. The radio station 201B uses an encryption circuit 202B to decode the encrypted data by using the encrypted key B2 corresponding to the encrypted key B1.
