PROBLEM TO BE SOLVED: To provide an overload preventing device for a winding machine capable of winding and lowering baggage, even if baggage is overload. SOLUTION: This device is provided with a pressure receiving member 7 fixed to a drive shaft 6, a pressing and driving member 8 which is screwed onto the drive shaft 6 so that the member 8 may advance and retreat and presses and rotates the pressure receiving member 7 via a reverse preventing wheel 11 and friction members 9, 10, a truncated cone member 16 provided on the pressing and driving member 8 so as to be rotation impossible and a rotation driving member 15 provided so as to frictionally contact the truncated cone member 16 and the pressing and driving member 8 by a truncated cone energizing member 17. In the rotation driving member 15, a storing hole 15b which opens on a contact surface with the pressing and driving member 8 and stores a movable body energizing member 23 and a movable body 24 is formed. The movable body 24 is energized to the pressing and driving member 8 side by the movable body energizing member 23. On a part of the contact surface of the pressing and driving member 8, a locking groove 80 of a depth into which about the half of the movable body 24 capable of rushing is formed. In the locking groove 80, a winding down side is formed as an abutting surface and a winding up side is formed as an inclined surface.
