PURPOSE: An automatic compressibility converter of an image coding system is provided to maintain a high image quality, and to increase the compressibility efficiency by detecting a screen complexity, and by adaptively converting a quantization stage corresponded to the screen complexity detected. CONSTITUTION: A frame memory(100) provides a video signal under the control of a system control unit(300) to the first memory(220) and the second memory(230) in a screen complexity detection unit(200). The screen complexity detection unit(200) is composed of a memory switching unit(210), the first memory(220), the second memory(230) and a complexity calculation unit(240). The system control unit(300) controls the frame memory(100) and the memory switching unit(210). A storage unit(400) provides information on compressibility to a compression information insertion unit(700). A variable compression unit(500) performs a compression encoding under the control of the system control unit(300). A predictive screen generation unit(600) generates a predictive screen. The compression information insertion unit(700) adds the information on compressibility to the compressed signal under the control of the system control unit(300).
