PURPOSE: A device for sensing a mobile telephone with an idle state is provided to sense that a mobile telephone which power supply is on and which is an idle-state, passes through a gate, and to sense that the mobile telephone is the idle-state by detecting a signal delivered from the mobile telephone. CONSTITUTION: A device for sensing a mobile telephone with an idle state comprises a GPS(Global Positioning System) receiver, a neighbor base station analyzer, a memory, a pseudo base station signal generator, a mobile telephone signal sensor, a warning generator, and a power resource supplier. The GPS receiver receives time information from a satellite, and generates a system reference clock. The neighbor base station analyzer analyzes an overhead channel transmitted from a neighbor base station, and generates information of the neighbor base station. The memory stores the information of the neighbor base station. The pseudo base station signal generator delivers a pseudo base station signal by generating the pseudo base station signal, by using the system reference clock and the information of the neighbor base station, to send a signal for position registration by the mobile telephone with the idle state. The mobile telephone signal sensor senses the signal of the position registration. The warning generator alarms when the mobile telephone signal sensor senses the signal. The power resource supplier supplies power resources to the GPS receiver, the neighbor base station analyzer, the pseudo base station signal generator, the mobile telephone signal sensor, and the warning generator.
