PURPOSE: A method for forming slags in an electric furnace is provided by which an electric consumption of operation can be reduced through the stabilization of slag-forming process and operating rate is enhanced. CONSTITUTION: In the method for forming slags in an electric furnace, after finishing issuance of steel, blowing 7kg/t-s carbon particles, of which size is within 2-4mm of cokes breeze and which is carried by over 10m3/t-s of air, with hot heels into a melted slag layer to reduce a slag-component layer(FeO) and P2O5 so that reduced P acts as a surface activation material to activate slag-forming.
