PURPOSE: An apparatus and method for controlling terminal mobility and user mobility is to satisfy UPT(Universal personal telecommunication) service request about user mobility provided by ITU-T(Telecommunication standardization sector of International telecommunication union). CONSTITUTION: A transmitting terminal(11) comprises a network adapter card(TAP11)and a terminal manager(101). The terminal manager exchanges information necessary for a call transfer with a call processing agent within a network. A transmission call processing agent part(31) is provided for the transmission terminal and comprises a user call processing agent(301) that provides the mobility for a terminal user. A reception terminal(12) comprises a terminal manager(102) and a network adapter card(TAP12). A reception call processing agent part(32) is provided for the reception terminal and comprises a terminal call processing agent(202) that provides the mobility for the reception terminal. An exchanger(21,22) connects a call between the transmission terminal and the reception terminal.
