PURPOSE: A hydrophilic breakwater system is provided to effectively protect a marine and a small fishing port whose waves are not severe. CONSTITUTION: A breakwater system is composed of the breakwater of a potential buoy/vertical pliable membrane and the breakwater of a protruded buoy/vertical pliable membrane. Frames(70,80) are buried as a protruded form from upper surfaces(51,61) of concrete reinforcing blocks(50,60), buried at each concrete reinforcing block. A soil under the sea and fish is moved through the frames by enhancing a hinge point(H) of vertical pliable membranes(23,33) to be higher than a bottom(SB) of the sea by connecting by a hinge the vertical pliable membrane through an upper part of the frames. Also, plates(71,81) are formed, having a space where the vertical pliable membranes are inserted by being installed to be faced on the upper part of the frames. And plural piles(52,62) are buried at concrete reinforcing blocks, and steel locks(53,63) are installed at the piles to be folded and unfolded so the concrete reinforcing blocks as to be fixed on the layer under the sea through the piles.
