PURPOSE: A communication cable monitoring and its operating method are provided to detect an insulation deficiency due to a short, disconnection, and an insulation deficiency with respect to a different line and manage a trouble history by connecting a plurality of communication cable pairs and detecting an electric factor of the communication cable, and detect an accurate type of trouble by comparing and analyzing a previously measure value and the currently measured value. CONSTITUTION: A host computer(100) mounts an operating software, manages information, monitors a sequential line, displays a state, outputs a trouble report printer(200) for a troubled line, maintains and manages a line measured value in a normal state, determines a type of trouble from a measured value of monitoring line, tests an arbitrarily designated line, connects it to a troubled position measuring unit(600), changes and maintains a critical value. The printer(200) outputs general information such as the state information on the monitoring line applied from the host computer(100) and measured and managed information. A multi-porter(300) connects the host computer(100) and a plurality of monitoring units(400) in parallel, transmits a control command for the monitoring line outputted from the host computer(100) to each monitoring unit(400) separately, and transmits the measured information for the monitoring line detected by each monitoring unit(400) to the host computer(100). The monitoring unit(400) is connected to a plurality of lines of a communication cable, analyzes various commands applied through the host computer(100) from the multi-porter(300), connects a corresponding monitoring line, measures a DC voltage state between a tip end and a ring end received from the connected monitoring line, a state loop resistance of an insulation resistance and a capacitance, and outputs the detected information to the host computer(100). If a trouble is detected from one of the plurality of monitoring lines connected to the monitoring unit(400), a warning lamp of a corresponding relay unit is turned on according to a control signal of the host computer(100) applied through the monitoring unit(400) to inform an operator of the system of the visible warning. A trouble position measuring unit(600) is operated by a principle of a radar, and in the case of detecting a trouble from an arbitrary monitoring unit, the trouble position measuring unit(600) is connected to the corresponding monitoring line according to a signal applied from the host computer(100) to output a pulse for testing, measures a return time period of the signal returning from the trouble point to detect a trouble position, and outputs information for the detected trouble position by a metering method.
