PROBLEM TO BE SOLVED: To prevent a source battery from being consumed caused by a leaking current, by detecting an abnormality caused by the leaking current. SOLUTION: Abnormal current detection parts 120, 121, 122 detect abnormal currents running through power source lines for a flow measuring part 2 and various sensor input parts 700, 701, respectively, and if any one of the abnormal current detection parts 120, 121, 122 delivers a signal indicating an abnormal current, a control part 15 checks this signal so as to issue an alarm from an alarming part 8 or to drive a valve drive part 4 in order to shut off a gas passage while informing a center of its abnormality by way of a communication part 9.
