PROBLEM TO BE SOLVED: To provide an electrical rotating machine which can naturally reduce a cogging torque and which can enhance a torque, without changing the constitution of a rotor. SOLUTION: This electrical rotating machine is provided with a stator 1, which comprises a stator core 2 and a stator winding 3 which is wound on the stator core 2. In addition, it is provided with a rotor 6 which is arranged inside of the stator 1 so as to be rotatable and which comprises a rotor core with a built-in permanent magnet 9. When the stator winding is electrified, the rotor is turned and driven. The magnetic orientation of every magnetic pole of the permanent magnet 9 is formed so as to be directed to a delay side with reference to the direction of rotation of the rotor from the central part in the circumferential direction of the permanent magnet 9.
