PROBLEM TO BE SOLVED: To obtain a charging device which can suppress the deterioration of a battery and extend the cycle life time of the battery. SOLUTION: After charging is started, a charge control means 4 makes the charging advance by using a charging means 5 under predetermined conditions referring to signals from a charging state measuring means 2. However, a charging finish deciding means 3 decides that the charging is finished, when a charge value reaches a value smaller than a value by which a battery is decided to be fully charged also referring to the signals from the charging state measuring means 2 and transmits a signal to the charge control means 4 to stop charging by the charging means 5.
