PROBLEM TO BE SOLVED: To prevent an output command from being increased unreasonably and stabilize a control by a method wherein lower one between an output upper limit based on the total substantial mill capacity and another output upper limit predetermined by a plant is set as the output upper limit. SOLUTION: In a subtractor 45, a substantial mill capacity 44 per one set is obtained and outputted to a multiplier 48. In the multiplier 48, the substantial mill capacity 44 per one set is multiplied by the number of operating mills 46 to obtain a total substantial mill capacity 47 and output the same to a converter 50. In the converter 50, the total substantial mill capacity 47 is multiplied by a coefficient K to obtain an output upper limit 49 and output the same to a low selector 52. In the low selector 52, lower one between the output upper limit 49 and another output upper limit 4 predetermined by a plant is selected based on the total substantial mill capacity 47 and is outputted to a low selector 6 as an actual output upper limit 51. As a result, the unreasonable increase of an output command can be avoided and a control condition is stabilized whereby manual interfere and the like can be eliminated.
