PROBLEM TO BE SOLVED: To enable a recycle system to efficiently make use of generated electric power, waste heat, etc., by constructing a gasifying melting device adjacently to a means which makes use of the generated electric power and unused waste heat. SOLUTION: The electric power 104 from a gasifying melting device 50a is supplied to a pulp molding device 51 as a power source, and a vapor gas from the device 50a is supplied to a drying furnace 9 as a heat source. The drain 108 of the water 106 used for the pulp molding device 51 is supplied to a drain treating device 6, and the treated water 109 from the device 6 is used for the device 50a. Namely, the electric power and waste heat generated from the device 50a are utilized for the molding device 51 and the drain from the device 51 is utilized for the melting device 50a. Consequently, it becomes possible to use the electric power and waste heat generated from the melting device 50a as the heat source of the drying furnace 9 and the drain from the molding device 51 as the water source of the melting device 50a.
