PROBLEM TO BE SOLVED: To provide a mobile radio communication system, a mobile radio base station device and mobile radio terminal capable of improving throughput by improving the utilizing efficiency of radio resources. SOLUTION: The control part 111 of a radio base station BS1, which is for controlling the respective parts of its own station integrally, is provided with a traffic detecting means 111a and a packet exchanging type communication control means 111b. Then, the means 111a detects the traffic of communication executed through its own station and the means 11b, which executes control concerning packet exchanging type communication, controls the communication to temporarily store packet data incoming addressed to a mobile station PS1 from a radio network NW 1 according to the traffic of a line exchanging type communication detected by the means 111a in a packet data storing area 112a and then to read stored packet data according to the traffic to transmit to its address.
