PROBLEM TO BE SOLVED: To provide a substrate for a reflective AC type PDP(plasma display panel) and a method whereby the substrate for the AC type PDP can be manufactured with high accuracy and good reproducibility in a short time through a simple manufacturing process, the substrate having a high brightness and an excellent plasma resistance and making it easier to form a large screen while achieving high definition. SOLUTION: A substrate for a plasma display panel includes a back panel 4, barrier ribs 7 formed on the back panel 4, address electrodes 5 and phosphor layers 8 both of which are formed on the bottoms of a plurality of discharge spaces A surrounded by the back panel 4 and the barrier ribs 7, and a pair of discharge electrodes 9 formed away from the phosphor layers 8 and oppositely to the barrier ribs 7 via the discharge spaces A. The discharge electrodes 9 are buried in the barrier ribs 7.
