PROBLEM TO BE SOLVED: To accurately remove a noise even when an edge is included in an image signal. SOLUTION: Input image signals are supplied and stored in frame memories 11, 12, and 13. A valid pixel extracting circuit 16 selectively outputs pixels fulfilling a prescribed condition for preventing the influence of an edge from a time-spatially widely extended class tap range, and outputs the position information of the selected pixels. A feature extracting circuit 18 applies ADRC or dynamic range(DR) to valid pixels. Then, a class code generating circuit 19 generates a class code based on the processed results and the position information. An ROM 23 outputs a prediction coefficient corresponding to the class code among preliminary stored prediction coefficients. An estimation arithmetic part 24 estimates an output pixel value by performing an arithmetic operation based on the output of an area segmenting part 17 and the output of the ROM 23.
