PROBLEM TO BE SOLVED: To prevent the excess or shortage of driving capability due to quantization and to optimize power consumption by converting an input signal frequency into a voltage or current analog quantity and controlling the driving capability of a buffer with the analog quantity. SOLUTION: A pulse frequency-voltage conversion circuit 4 monitors 'H' and 'L' levels of an output of a differential circuit, generates voltage being an analog quantity from the frequency of a logic signal and outputs it. This voltage is adjusted so that a buffer circuit can have optimum driving capability to the frequency of an input signal (a). A differential circuit 3 and the circuit 4 constitute a frequency-voltage conversion circuit 2, and the voltage of an analog quantity is outputted so that the buffer circuit can have optimum driving capability to the frequency of the signal (a). An output circuit 1 continuously controls driving capability according to the analog output of the circuit 2. Thus, the buffer circuit is made to have optimum driving capability to the frequency of the signal (a).
