PROBLEM TO BE SOLVED: To decide the generation time of data with a simple constitution and with good accuracy. SOLUTION: In a satellite system 1, a time frame by which the time of the satellite system 1 is made to correspond to the time of a ground station 2 is inserted between transmission frames at an arbitray timing. The ground station 2 finds the data generation time of data which is generated at the inside of the satellite system 1 on the basis of the time frame when the frame is received. When the frame is used, the time of the satellite system is made to correspond to the time of the ground station.
