PROBLEM TO BE SOLVED: To form an excellent reproduced image by suppressing color slurring caused depending upon a magnification/reduction rate by performing a filter process corresponding to the magnification/reduction rate for image data as a reference source at the time of image area decision making. SOLUTION: A low-pass filter part 118 is provided right in front of a thickness deciding circuit 116 provided so as to decide the thickness of a character line drawing, etc., in an image area separation part 113. This low-pass filter part 118 removes higher-harmonic frequency components of image data when the copy magnification corresponds to enlargement and does not perform no filtering process in nonmagnification or reduction mode. Consequently, color slurring appearing at the time of enlargement can be suppressed.
