PROBLEM TO BE SOLVED: To prevent a small residential building from being destroyed by an earthquake shock. SOLUTION: This is a member to be arranged in a space between a groundsill 12 and a foundation 11 of a building, and it is comprised of a main body 2 and an outer shell body 3 with a spherical surface 2A each, and a vibration damping body 4 to be installed in a space between both of them 2 and 3. In the main body 2, a level differential part 5 is made up in a top end peripheral edge part wherein a bolt is erected, and also a spherical surface is formed in the lower part, while the outer shell body 3 is so constituted as making a cover plate 9 with an open hole 3A in the central part, lockable onto the top face, thereby making the spherical surface of the main body come into contact with an inner bottom face of the outer shell body, and in a state that the vibration damping body is interposed in the side peripheral part, and the top face of the main body 2 is manifested out of an aperture 9A and then the outer shell body 3 is locked to the foundation 11 in a state that the cover plate 9 is locked to the outer shell body 3, and thereby the groundsill 12 is locked onto the main body 2 for base isolation's sake.
