PROBLEM TO BE SOLVED: To maintain the pressure of a hydraulic motor part of an uppermost part at pressure not lower than atmospheric pressure even when the difference of elevation of a hydraulic passage is large upon driving the cooling fan of a water cooling tower by the hydraulic motor. SOLUTION: In a hydraulic driving device for a cooling fan of a water cooling tower, a hydraulic motor 12 is connected to the cooling fan 4 of the water cooling tower and the hydraulic motor 12 is connected to a power unit 15 installed on the gound side through the hydraulic supply line 16a and the return line 16b of a hydrauliuc passage 16. A head pipe 17 is provided which, has a length extending to a position higher than the uppermost part of the hydraulic passage 16 from the position of the power unit 15 and an vent opening 18 at its upper end. The drain line 19 of the hydraulic motor 12 is connected to the head pipe 17 at a position higher than the drain outlet 19a of the hydraulic motor 12. The inlet line 20 of a hydraulic pump 14 provided in the hydraulic supply line 16a and the return line 16b are connected to the lower part of the head pipe 17.
