PROBLEM TO BE SOLVED: To provide a radio communications system for efficiently executing safe measures as a fail safe function in the case of emergency report. SOLUTION: Any abnormality such as gas leakage occurs and a detector 8 transmits a detecting signal to a wireless hand set 7-1 (step 30). The wireless hand set 7-1 transmits a signal containing detection information to a wireless base unit 6 (step 31). The wireless base unit 6 transmits the detection information through a telephone line 5 to a center 2 (step 32). When any line abnormality occurs on the line with the center 2 and there is no response from the center 2 (step 33), the wireless base unit 6 transmits the break instruction of a meter 6 to a wireless hand set 7-2 connected to the meter 9 (step 34) and breaks the meter 9 (step 35).
