PROBLEM TO BE SOLVED: To permit the extraction of air smoothly from a bag body by a method wherein the expandable and contractable bag body consisting of a substance having a high heat radiating rate is provided, and the bag body is provided with small air extracting holes, in a heat dissipation control device controlling the dissipation of heat, stored in a heat storage material freely and useful in heat storage floor heating and the like. SOLUTION: An expandable and contractable bag body 11, formed of a substance having a high heat radiating rate or the film or the sheet of plastic, for example, is equipped as a heat dissipation control device 8 while the bag body 11 is provided with small air extracting holes 15,.... On the other hand, the inside of the bag body 11 is partitioned by a partitioning 9 into a space 10A and a space 10B while a surface body having a low heat radiating rate, such as laminated aluminum foils, an aluminum-deposited film or the like, is arranged at the upper part of inside of the upper side space 10A in the bag body 11. In this case, when the heat dissipation from the heat storage material laid on the lower surface of the bag body 11 is to be promoted, a fan 13A is put ON and another fan 13B is put OFF to send air into the space 10A through a duct 12A.
