PROBLEM TO BE SOLVED: To provide a capacitor that is superior in both the impedance characteristics and capacitance appearance rate, even when capacitor element made of miniaturized powder particles is used. SOLUTION: A sold electrolytic capacitor is obtained in a constitution by forming a dielectric oxide film 1a on a surface of a capacitor element 1, which is made of a valve action metal 1b to be used as node and forming a conductive polymer layer on the surface of the dielectric oxide film 1a, a first conductive polymer layer formed by electrolytic polymerization 3 and a second conductive polymer layer formed through chemical polymerization 4, by using as the solvent a mixture of thiophene, pyrrole or aniline or their derivatives and conductive polymer powder, and/or carbon powder are provided on the conductive polymer layer and a carbon layer 5 is formed on the layer 4.
