PROBLEM TO BE SOLVED: To acquire information required for the personal specification of facial features or the like without being recognized by a trespasser by sensing the presence/absence of the trespasser from a thermal image provided by an infrared camera, radiating near infrared rays from an infrared radiator, catching the trespasser through a near infrared camera and recording the image. SOLUTION: When the trespasser 9 enters a monitor object zone, an infrared camera 1 outputs the thermal image containing an infrared image generated by the body temperature of the trespasser 9. Since the infrared image of the trespasser is moved with the passage of time, at a trespasser detecting means, the trespasser 9 is detected by calculating the background image of the previously acquired monitor object zone or the difference or correlation between frames and at the time point when the trespasser 9 is detected, a detecting signal is outputted. When the detecting signal is inputted, a near infrared radiator 5 irradiates near infrared camera view 11 with near infrared rays. At the same time, a near infrared camera 6 picks up the near infrared monitor image in the near infrared camera view 16 and records it through an image recording means.
