PROBLEM TO BE SOLVED: To prevent the influence from being exerted on a mediation comparator even in the case that a difference is generated in common potentials on a TPA/TPA' side and a TPB/TPB' side. SOLUTION: In an offset voltage supply circuit 40, the common potential of the TPB/TPB' side is supplied to an amplifier 51. The amplifier 51 amplifies the supplied common potential to a prescribed voltage and supplies it to a voltage dividing circuit 52. The voltage dividing circuit 52 divides the voltage supplied from the amplifier 51 into a prescribed value and outputs it as an input offset voltage. The outputted input offset voltage is respectively supplied to the mediation comparator 30 and the mediation comparator 31.
