PROBLEM TO BE SOLVED: To provide an electronic currency settlement system capable of improving the reliability and security of settlement by means of electronic currency. SOLUTION: A 1st device (personal reader/writer) 130 writes charge information inputted by an input means 134 in a 1st card-shaped storage medium (IC card for payment) 110 having at least a payment function according to electronic currency by a 1st write means (CPU) 131. The 1st card-shaped storage medium (IC card for payment) 110 has a control function (CPU) 111 which does not receive charges except a charge corresponding to charge information written by the 1st device (personal reader/writer) 130 to a charge from a 2nd device (card reader/writer) 120.
