PROBLEM TO BE SOLVED: To provide a magnetic recording and reproducing device which can obtain an RF output waveform even if it is a so-called DV system or a system of an analog video tape recorder. SOLUTION: This device has a fixed drum 300 and a rotary drum 200 rotating with respect to the fixed drum 300 and having magnetic heads 41, 43 for recording data of at least two tracks in a digital recording format in a second magnetic tape T2, and plural grooves 500 having width of 0.21 mm±0.02 mm are formed along a rotary direction of the rotary drum 200 on an outer peripheral plane of the rotary drum 200.
