The tensioner has two side plates (10) and connecting plate (30) with inverted U-shape handle (20) mounted by a shaft (24) and with two ratchet wheels (25) fixed on the shaft to turn with same. Each of the two side plates has two slots (14, 15) and an oblong hole (13) and between the side plates are two sliding elements (11,12) so that one engages with the ratchet wheels. Two movable plates (50) are connected to the two side plates by a rod (60) which passes through the oblong holes and movable plates. Each of the two oblong holes has a recess on the edge to hold the rod (60) which can be lifted through the other element in the slots. A cam profile (23) at each distal end of the handle pushes the element (12) used to lift the rod out from the recesses
