PROBLEM TO BE SOLVED: To provide a vehicle occupant restraining protective device capable of appropriately restrain and protect an occupant while providing a comfortable seat belt wearing environment. SOLUTION: On the basis of the respective detected results of an alarm threshold value setting program 30, a pull-out speed detecting program 31, a program 32 for detecting time required to put on a seat belt, a program 33 for detecting pull-out frequency during putting on the seat belt, a danger encounter freuqency detecting program 34, a wearing duration detecting program 35 and a wearing frequency detecting program 36, driving of a DC motor and the alarm threshold value are controlled to make the slack quantity of the seat belt smaller than usual, to increase the tension of the seat belt, to increase seat belt winding force, to speed up the vibrating cycle of the seat belt in an alarm due to the vibration of the seat belt, to lower the alarm threshold value to make it easy to alarm or to raise the alarm threshold value to make it hard to alarm.
