PROBLEM TO BE SOLVED: To provide a hydrogen producing device for producing a large quantity of high purity hydrogen simultaneously in reaction tubes by housing plural numbers of the reaction tubes capable of executing all together the reactions in a reformer, a carbon monoxide converter and a hydrogen purifier in a closed outer cylinder. SOLUTION: In this device for producing hydrogen by the steam reforming reaction of hydrocarbons and/or alcohols, plural pieces of the reaction tubes 2 surrounding a combustion chamber 10 surrounding a burner device 9 and having an opening 7 at the upper end and an outer jacket 1 housing the reaction tubes 2 inside and provided with a sealed hood 1B on the upper part are included and each of the reaction tubes 2 is equipped with inside a raw material supply tube 2E surrounding the inside wall 2A in the inside part of a reaction chamber and opened to the inside of the reaction chamber at the upper part, plural hydrogen permeating pipes 3 provided between the outside wall 2B and the raw material supply pipe 2E inside of the reaction chamber and tightly closed at the upper part and a reforming catalyst 5 packed around the hydrogen permeating tube 3 in the inside part of the reaction chamber.
