PROBLEM TO BE SOLVED: To obtain a stable cellulose-containing fuel composition which contains only small amounts of components harmful to combustion by using, as the raw material, a sludge which is recovered by treating a waste water sludge occurring in a waste paper recycling process with a warm alkaline solution, SOLUTION: An active alkali in an amount of 0.005-0.1 pt. (in terms of NaOH) is added to a dehydrated sludge (with a water content of 60%) in an amount of 1 pt. (solid content) separated from a waste liquor discharged in a waste paper recycling process so that the alkali concentration is 0.4-40 g/kg. The sludge is heated for 10-12 min for soaking and is separated and recovered from an alkaline mother liquor by filtration, sedimentation, or the like. The soaking treatment with an alkali solution enables the sludge to be recovered almost without causing the loss in amount, giving a stable sludge which has a stable viscosity and contains only small amounts of components, such as chlorine compounds or sulfur compounds, harmful to combustion. Thus, the obtained sludge is used as a material for fuel and e.g. is kneaded with asphalt.
