PROBLEM TO BE SOLVED: To provide a simple an economical method for functionalizing a water- soluble or water dispersible polymer binder. SOLUTION: This method for producing a crosslinkable water soluble or water dispersible composition is to functionalize a water-soluble or water dispersible polymer binder, which is achiehed by reacting under mixing an unmodified water-soluble or water dispersible polymer binder with one or more kinds of polar aprotic swelling agents having a compatibility with the binder and one or more kinds of compounds having a radical polymerizable group. The radiation sensitive mixture contains substantially the above composition, at least one kind of a photopolymerization initiator, as necessary, one or more kinds of low molecular weight or oligomeric ethyleneically unsaturated photopolymerizable compounds having a compatibility with the polymer binder and a usually used additive and/or assistant, and a radiation sensitive letter printing plate or a relief printing plate can be produced from the radiation sensitive mixture.
