PROBLEM TO BE SOLVED: To provide a web cutter capable of obtaining a narrow web excellent in quality, especially in dimensional accuracy by cutting a wide web. SOLUTION: A lower blade constituting a slitter blade has a fixed and unrotatable inner drum 80 and an outer drum 82 freely rotatable to the inner drum 80. The inner drum 80 includes a cylindrical inner tube 84, and plural inner surface holes 96 are formed in the inner tube 84. On the other hand, the outer drum 82 has an outer tube 98 freely rotatable to the inner tube 84, a lower blade unit 104 fixed to the outer tube 98, and a cylindrical member 106 for covering a base material 100 constituting the lower blade unit 104. An outer surface hole 128 provided in the cylindrical member 106 is communicated with an inner surface hole 96 through an inner hole 126 provided in the base material 100 and a hole part 99 provided in the outer tube 98.
