PROBLEM TO BE SOLVED: To usefully promote settling operation of earth and sand in a regulating reservoir. SOLUTION: A flood control water quality conservation system is so constituted that water from an inflow channel Q is detoured to a regulating reservoir P to adjust flow rate of the inflow channel Q and, at the same time, that earth and sand in flowing water is settled. Based on detected value of a water turbidimeter 2 in the inflow channel Q, water flowing into the regulating reservoir P is adjusted by a valve V1, and when detected value of a water turbidimeter 3 in the regulating reservoir is below the specific value, water is discharged from the regulating reservoir P. By the constitution, the introduction of flowing water unrequired for making settling operation of low turbidity is not made, and efficient settlement purifying operation can be executed. When the regulating reservoir P is full of rain for many hours, the difference between flow velocity in the inflow channel Q and flow velocity in the regulating reservoir P is made irrespective of the turbidity in the regulating reservoir P, and water is discharged to the inflow channel Q while settling earth and sand, By the constitution, rain water passing through the regulating reservoir P is discharged to the inflow channel Q by the difference in flow velocity after the settling operation of earth and sand is made more or less, and high turbidity of a river R or the like can be controlled.
