PROBLEM TO BE SOLVED: To facilitate the shortening of the free length for the enlargement of a roller bail, to enhance the thread holding force, and to reduce the practical winding tensile force by providing a vane traverse device traversing the thread by rotating vanes in an opposed position to the roller bail across the thread passage. SOLUTION: A thread package 4 in winding is formed on a bobbin 10 mounted on a bobbin holder 2. A roller bail 5 is arranged in right above the package 4 and, with the winding of the package 4, it retreats upward while holding a prescribed positional relation with a vane traverse device 8. The vane traverse device 8 is arranged opposed to the roller bail 5 across a thread passage 11 and a plurality of rotating vanes 12, a pair of rotating vanes 12a arranged in the upper side and a pair of rotating vanes 12b arranged in the lower side, are provided. The rotation plane of the rotating vanes 12 is installed in the traveling thread 6 (thread passage 11), practically, in parallel to the vertical plane. The distance between a crossing of the upper side rotating vanes 12a with the thread 6, and a point of the thread in contact with the roller bail 5 becomes the free length F.
