PROBLEM TO BE SOLVED: To provide a packaging material wherein elution of low-molecular weight substance from an ink and an adhesive for dry lamination is small, and provide a packaging body wherein taste of food and beverage do not deteriorate and safety and hygiene to pharmaceuticals are high. SOLUTION: A packaging material 1 is formed by laminating an inner base 30 as a sealant on an outer base 10 through an adhesive layer 20 for dry lamination. The inner base 30 of a low eluation packaging material 1 is crosslinked by electron beam irradiation, wherein the irradiation dose of the electron beam is 10-1,000 kGy in an inactive gas atmosphere.
