PROBLEM TO BE SOLVED: To carry out the leveling of a foundation frame used when a control board and the like is set, efficiently with small number of persons, and automatically at a high accuracy. SOLUTION: At first, a jack device 12 to support the reference corner 3a of a foundation frame 3 is operated to set the foundation frame at a reference value. Then, a control device 14 which receives an inclination signal from an inclination detecting device 15 drives the power driving jack devices 13 in the procedure programmed beforehand, and regulates the height of the regulation corner 3b, 3c and 3d in order to make their inclinations within a tolerable range.
