PROBLEM TO BE SOLVED: To enable a paper web such as newsprint paper to be produced from a low grade pulp by internally adding a previously coagulated filler to a low grade pulp slurry, supplying the slurry with the added filler to a head box, and carrying out the papermaking of the obtained mixed slurry. SOLUTION: A previously coagulated filler obtained by previously treating an aqueous slurry of a material for a paper filler, and an aqueous slurry of a coagulating agent by a shear apparatus is added to a pulp slurry 10' containing at least 30%, preferably at least 40% low grade pulp selected from a group of ground pulp, reclaimed pulp, a mixture thereof, and the like, expressed in terms of the weight of dried pulp, and the resultant slurry is introduced to a head box 15' of a paper machine. The slurry introduced into the head box is subjected to the papermaking to provide a paper web 16', and the obtained paper web 16' is wound on a reel.
