PROBLEM TO BE SOLVED: To serve as an aid for promoting a recycle method of a specified item of a second kind by removing a label which induces natural environment destruction when it is burnt before a PET bottle is thrown into a collecting box, and simplifying the after-treatment in a recycle factory to smooth recycle. SOLUTION: A PET bottle P is inserted and set on a receiving table 1, and a brace 5 is inserted in a holder 6 and turned in a 90-degree arc to be fixed. Secondly, a hand knob 12 is turned unitl it comes into contact with the side surfaces of clamp plates 8, 8 provided on both sides of the bottle. When a cutter rotating grip 19 is turned in a 90-degree arc in the direction of an arrow (g), the knife edge of a cutter 13 pierces the PET bottle P and the cutter 13 is fixed. Thus, whereever a label is located, one side of the label is cut and removed by pulling the member 22.
