SOLUTION: A water purifying mechanism is constituted of a permeable frame body 1 wherein a substance preying upon, absorbing, adsorbing and decomposing a pollutant and organisms is selected on the basis of eutrophication caused by nitrogen, phosphorus or the like being water pollution factors and the generation cause of abnormal propagation of plankton to be charged and housed as a medium 8.
